Who's in the ground? Who's in the town but not in the stands? What would persuade them to come more often, spend more, or become lifelong advocates? The Independent Football Regulator is already piloting its licensing regime with clubs this summer. Applications open in November, and every club in the top five tiers must hold a licence by the 2027/28 season. Fan engagement is a mandatory condition, which makes this far more than a compliance exercise.
